On the National Level

1. Network of practitioners (including various associations) on various aspects of decentralization established
2. Regular exchange of ideas, approaches and best practices between the Decentralization project and other institutions
3. Experience gained by the project is reflected in legislative initiatives on the national level
 

On the Regional and subregional (ARC, oblast, rayon) level

1. Local governments in selected pilot areas are enabled to replicate the community services using their own resources and within the provisions of the system of decentralization in Ukraine
2. Innovative mechanisms of service provision are included into strategies/programmes of local governments 
 

On the local  level (village communities)

1. Social mobilisation has been implemented (improved) in pilot regions/ communities
2. Different models for local service provision (i.e. private sector organisation, community group organisations, cooperatives, state service providers, etc) are developed, the approaches documented in a manual for replication
 


  • Local governments in selected pilot areas are enabled to replicate the community services using their own resources and within the provisions of the system of decentralisation in Ukraine. This means that planning and budgeting approaches the particular community services within the local government system have been successfully adapted, results are documented and lessons-learnt are disseminated.
  • Different models for local service provision (i.e. private sector organisation, community group organisations, cooperatives, state service providers, etc) are developed, the approaches documented in a manual for replication.
  • The department for territorial and administrative reform within the Cabinet of Ministers as well as the National Board for Local Self-government and Public Administration will provide the platform for sharing lessons-learnt and best practises on decentralisation that have been developed at all levels (i.e. a web page containing all important lessons-learnt, methods, tools, laws and other relevant information necessary to improve decentralised service provision). This is central part of the knowledge management system.
  • Baseline on status of decentralisation developed including initial indicators to measure the progress being made with respect to the decentralisation in the selected pilot areas.
  • Information and experience exchanges are regularly undertaken and the experiences are integrated into improving local procedures and processes on decentralised service provision. People’s deputies at different levels (i.e. oblast and rayon councils) promote improved decentralised service provision by ensuring that the conducive frame conditions are in place (i.e. changes in rules and regulations, adaptation of standards, etc)
  • Network of practitioners (including various associations) on various aspects of decentralisation established between SDC supported projects and other donor supported projects along thematic topics (i.e. social mobilisation, water supply and provision, participatory planning, fiscal management, etc.).
  • Training modules derived from best practises on decentralisation methods and approaches as well specific principles (i.e. good governance, transparency human rights based approach, etc) are developed and introduced to various training institutions (e.g. local level institutions, National Academy of Public Administration, etc).
  • Where specific service sectors are addressed (i.e. water supply) oblast and national regulations and procedures are adapted and improved in-line with the approach of community based service provision.
  • Regular exchange of ideas, approaches and best practices between the Decentralisation project and other donor supported projects working on different elements of decentralisation (DFID, SIDA, CIDA, GTZ, DANIDA, EU, UNDP, WB, USAID, etc

Mr. Oleksandr Ihnatenko, Director of the Department of Territories’ Landscaping and Communal Services, MINREGION of Ukraine, Mr. Leonid Tulovsky, Expert on Quality Control, UNDP Project “Municipal Governance and Sustainable Development Program” and Mr. Vyacheslav Sorokovsky, Expert on Decentralization, Swiss-Ukrainian project “Decentralization Support in Ukraine” took part in the press-conference.

On 25 – 26 April Swiss-Ukrainian Project “Decentralization Support in Ukraine” (DESPRO) has conducted a training “Follow-up operation of service cooperatives: metering the water; maintaining the water supply networks; relations with regulatory bodies; questions and answers” for accountants of water supply service cooperatives.
