DESPRO is accumulating and systematizing knowledge acquired in the process of project implementation. DESPRO specific model of Knowledge Management (KMM) was developed to conceptualizes the process of collecting, organizing, locating and using the collective information and expertise within the Project. It includes documenting approaches, procedures and practices successfully tried and tested in the course of project implementation. Knowledge sharing processes primarily within project partners are in place. A set of 4 manuals on legal and organizational issues, accounting and taxation for different types of decentralized service provision are published and disseminated among project partners.
“Decentralization in Action” Manual was compiled by project experts and is currently being prepared for publication. It contains comprehensive information the practices of developing effective models of decentralized water services provision on community level, community mobilization, HRBA etc.
DESPRO is currently re-designing the project website and transforming it into a web-portal. This work is under finalization and the new website will be launched in the middle of September. The structure of the new web-site includes the special Knowledge management section, with wide and broad information opportunities of collecting, storage and algorithm of sharing information, knowledge and practices. In future not only information but also learning materials will be placed on the portal.
In the frame of the DESPRO KM activities DESPRO is collecting best practices from the project partners in the regions. Project experts have developed the standardized form for collecting good practices.
Collection of the good practices is finalized and accumulated materials are currently being prepared for publication – considered, classified, edited etc. The digest of DESPRO good practices will be published by the end of 2009.
DESPRO commissioned a documentary “Living in a new dimension’ made based on DESPRO activities. Real stories of developing community based services provision, community mobilization as well as major steps of the national decentralization strategy form the essence of the documentary. The film was presented to a broad audience of policy makers and practitioners. It is being used by the project team both for promoting the innovative models of providing public services and the concept of decentralization per se. English version of the movie is under preparation.
The antecedent training course for Public Servants developed in cooperation with NAPA is part of the project capacity building and KM activities. At this stage 25 people have undergone the fist stage of training.
DESPRO approaches and activities with regard to Knowledge Management were presented to project partners at all levels of project implementation in the training sessions, workshops and in the Regional Conference “"Best local and regional development practices of the Autonomous Republic of Crimea: effective governance and decentralization", held in Yalta, AR Crimea on the June 23-25.
