The system of community mobilisation is established.

Communities of 30 villages in 6 DESPRO target rayons mobilize community members based on the social mobilization concept and communication and mobilization technologies acquired in the DESPRO capacity development events. While developing project proposals and implementing projects, and the concrete situations in the rayons and communities following types of CBOs are forming in target communities: (a)service cooperatives , (b) self-organized bodies of population, that will further  identify the concrete legal entity or person  acting  as service provider, so called “community based enterprise” (c)NGOs – public organizations /associations that are authorized to provide necessary services through establishing their own enterprise or to assign a community based enterprise/private entrepreneur to provide services. Among the 35 partner CBOs there are 6 service cooperatives, 16 self-organized bodies of population and 13 NGOs.
