Successful territorial community: building together. New DESPRO manual

Starting today, the manual "A Successful Territorial Community: Building Together" is on DESPRO website library, available for free download. The manual is a joint work of experts Maryna Bryl, Olexandr Vrublevskyi, Olha Dancheva, Aider Seitosmanov and Elvedin Chubarov.



The manual addresses actual issues of the decentralization process, in particular, provides theoretical justification and practical recommendations for the amalgamation of territorial communities. The historical traditions and the present of Ukraine as an independent state are analyzed (Magdeburg law, Cossack self-government, imperial modernization, devastating Soviet centralization). The rights of a capable territorial community are highlighted as well as legal acts that regulate this process. The specifics of the creation of an amalgamated community, the influence of local identity on social cohesion are characterized in the manual. In addition, the issue of raising the level of trust between the authorities and community is considered and the process of strategic planning as the basis for the sustainable development of territories is revealed.

The manual is created for representatives of local self-government and executive authorities but also for public activists, members of initiative groups and students who are studying decentralization processes.
