Presentation of the infographic video "TIME TO MAKE BIG CHANGES: ABOUT THE REFORM, WHICH YOU ARE AFRAID OF, BUT WITHOUT WHICH YOU CAN’T GO ON!"

Swiss-Ukrainian Project “Decentralization Support in Ukraine” DESPRO and Civil Society Institute have presented a video made in the technique of hand-drawn infographic "Time to make big changes: about the reform, which you are afraid of, but without which you can’t go on!". The presentation took place on November 13, 2013, in the information agency Ukrinform.

The reform of local self-government in Ukraine has been widely discussed for a long time. The ideas concerning the need for the reform and decentralization of authority are always present in the programs of Ukrainian political parties and presidential candidates. Ukraine has already adopted and cancelled previously adopted documents on the concept of local self-government reform and territorial authority organization, starting over another stage of the reform project development and its national discussion. In 2013 took place the next discussion of reform. But the content of the discussion is not always valid and correct. The complexity of this topic often creates misunderstanding of the reasons and procedure of reforming, even among those who present it.

In order to inform the public about the reasons that encourage Ukraine to reform as well as about its essence, the Swiss-Ukrainian Project “Decentralization Support in Ukraine” DESPRO and Civil Society Institute have created a video made in the technique of hand-drawn infographics. The video consists of three parts: "Why?" – which shows the need for reform; "How?" - which refers to the content of the reform, and the way it should be implemented; "Myths" - which withers away the major myths about the reform.

"We have created this video in order to demonstrate people in simple terms why reform is necessary, what it is about (the content), and its implementation logic. As performed by us, you can see that it is not as difficult or as bad as they say. This reform is our chance to get an efficient power and to become closer to the developed European countries. The crisis does not pass by itself; we need reforms for its solution. We believe that the reform will takes place, it is only a matter of time," - stated Anatoliy Tkachuk, author of the film, Director of the Civil Society Institute.

 “Supporting the implementation process for local self-government reform in Ukraine is the main objective of the Project DESPRO. Of course, the subject is not easy. So, we have high hopes that this infographics will become a good basis for people to understand basic issues of the reform. We would like the phrase “local self-government reform” to be filled with real content in their eyes,"- said Oksana Garnets, Manager of the Swiss-Ukrainian Project “Decentralization Support in Ukraine” DESPRO. She said the video format demonstrated the essence of the question in the best way, because visuals help people better understand and remember the material.

The film is to be published on the web-sites and to be offered to various TV channels for demonstration.
